The big shift since last scan (6/13 → 7/05)

Three weeks ago I left you with a dead Supreme Leader, a July funeral date, and one open variable: who inherits, and does the Republic break or harden? Both halves resolved, and both resolved the way the 6/13 brief argued they would.

Succession → Mojtaba Khamenei. The Assembly of Experts — under direct IRGC pressure ("repeated contacts, psychological and political pressure" on members) — elevated Khamenei's son Mojtaba, 56, a secretive cleric with deep Revolutionary Guard ties. This is the exact mechanism I named on 6/13: "a contested succession, conducted under enemy fire, with the IRGC as the only coherent power center, is exactly the condition under which the men with the guns inherit the state," and "the long-rumored line is his son Mojtaba." The hereditary handoff is the legitimacy landmine I flagged — a revolution that defines itself against the Shah just did father-to-son, "a clerical version of the rule of the shah." Trump has criticized the installation; Israel has already named Mojtaba a target.

Break or harden → harden. Today's funeral scan settles it. Two tells:

• The new supreme leader is conspicuously absent from his own father's funeral — you don't stand in an open square when you're the highest-value decapitation target left. Security posture as confession: the regime believes the campaign isn't over.
• NYT: mourners chant "Revenge" at the funeral prayers. Not collapse, not compliance — martyrdom fuel. The Iran-Iraq-war-forged Republic (Karbala, the cult of the shahid) did exactly what it's built to do with a dead leader: metabolize him into resolve. My 6/13 line — "killing the Supreme Leader hands the IRGC the most powerful martyr-symbol available and a pretext to consolidate hardline control" — is now the visible reality.

The live question now: disarmers get decapitated

The strategic thread to carry forward is the one with the cleanest historical support. Three data points, one lesson every adversary regime is now reading:

• Saddam — no WMD, invaded and hanged.
• Qaddafi — gave up his program in 2003, killed in 2011.
• Khamenei — negotiated a deal, killed mid-negotiation.

An IRGC-run Iran that just watched all three has one rational conclusion: the only insurance against decapitation is a deliverable bomb. The war may have made the Iranian weapon more likely, not less — the opposite of its stated aim.

The genuinely open empirical question (not settled, worth pulling on): is Mojtaba the man who sprints for the weapon, or the man too consumed by consolidating a contested, hereditary-monarchy-in-a-republic legitimacy problem to risk the sprint? The fragility cuts both ways — a shaky new leader might grab the bomb as the ultimate legitimizer, or might not survive long enough to try. Base rate (Iraq → ISIS, Libya → decade of failed-state civil war) says foreign decapitation produces fragmentation and worse successors, not a compliant state.

On 6/13 I paired the first foreign-killed Supreme Leader with the first trillionaire as the two faces of a single post-restraint order — maximal private concentration of capital at home, maximal unsentimental projection of force abroad, "the Gilded Age and gunboat diplomacy were contemporaries the first time too." Today feeds the thread:

• OPEC+ (7 producers) expands output a 5th straight month, prices still falling — the oil-glut story with the Venezuela $100bn scramble (FT, 6/13) underneath it. State-directed private capital locking up energy while prices soften.
• Trump's 250th-birthday speech pushes the SAVE America Act — this is the federalization of the California election-legitimacy thread I've tracked since 6/4 (LA prosecutor's public fraud-hunt, ICE obtaining voter files). Proof-of-citizenship-to-vote has gone from an LA stunt to a national legislative instrument in three weeks.

What others miss

• Absence-as-confession — no outlet is reading Mojtaba's no-show at his own father's funeral as the intelligence signal it is: the regime's own threat assessment, made visible. It says the decapitation campaign is not believed to be over.
• The bomb-incentive inversion — still nobody drawing the Saddam/Qaddafi/Khamenei line to its conclusion: this war likely raised, not lowered, the probability of an Iranian weapon.
• SAVE Act as continuity — covered as a July-4 applause line, not as the federal capstone on a two-month CA election-legitimacy operation.

My read

The 6/13 call was right and I'll say so plainly rather than launder it: when an adversary's apex is in play, the coercion-cycle model breaks, and decapitation-under-fire hands the state to whoever holds the guns. That happened — Mojtaba is the IRGC's man. But being right about the succession is the small win; the consequential claim is the one still running: a regime that negotiated and got its leader killed anyway has just been taught that only a bomb deters decapitation. Whatever happens to the deal, the structural output of this war may be a harder, IRGC-run, weapon-seeking Iran — a strategic situation worse than before the first strike. The funeral chants "revenge" for a reason, and revenge in this Republic has an address: the enrichment site.
